Governor Jan Brewer Announces Arizona Court of Appeals Appointment

 PHOENIX – Governor Jan Brewer today announced the appointment of Judge Andrew Gould to the Arizona Court of Appeals.

 “Judge Gould has tremendous experience and exemplifies a philosophy of judicial restraint that will serve Arizona well,” said Governor Brewer. “His strong belief in a judge’s duty to strictly interpret and apply laws as written – in addition to his steadfast respect for the doctrine of separation of powers – will be invaluable to the citizens of Arizona.”

 Judge Gould has been a member of the Yuma County Superior Court since his appointment in 2001. He has since been elected as a judge in 2002, 2004 and 2008, and has served as the Presiding Judge since 2006. In that role, Judge Gould is responsible for all aspects of court management, including personnel and budget issues.

 Judge Gould also has been a Judge Pro Tem for the Arizona Court of Appeals, Division 1, for seven years. During that time, he authored three Court of Appeals opinions. Additionally, he has been a Drug Court judge since 2004, and served on the Arizona Judges Association Executive Board since 2005, including serving as president in 2010 and 2011.

 Prior to joining the Yuma County Superior Court, Judge Gould served as Chief Civil Deputy for the Yuma County Attorney’s Office (1999-2001); Prosecutor for the Maricopa County Attorney’s Office (1998-1999); and Prosecutor for the Yuma County Attorney’s Office (1994-1998). Earlier, he focused on civil litigation while working in private practice with the law firms of Kern & Wooley (1994); Gallagher & Kennedy (1992-1993); and Snell & Wilmer (1990-1992). Judge Gould earned his law degree from the Northwestern University School of Law in 1990, and received with highest honors his undergraduate degree from the University of Montana in 1986.

 Judge Gould has played a crucial role in developing and implementing court-performance standards in the State of Arizona. He also worked on the statewide committee for ProjectSAFE, an innovative and effective method of carrying out swift and direct sanctions for probation violations. In 2005, Judge Gould was honored by the Yuma County Drug Court with the “Justice for a Better Arizona Achievement Award” for his efforts to protect children, families and communities. In 2007, he received the Arizona Judicial Branch Achievement Award.

 The Governor’s appointment of Judge Gould was made to fill the vacancy created by the retirement of Judge Sheldon Weisberg.
